Cooperative Purchasing Programs allow state & local governments to purchase products and services offered through specific Schedule contracts.
Cooperative Purchasing allows buyers to purchase vehicle solutions, technology and equipment from approved industry partners, at any time, for any reason, using any funds available.
Non-Federal buyers are allowed access to use the Schedules under Federal Public Law 107-347 & Federal Public Law 110-248. All units of local governments, state governments,
state agencies and non-profits providing governmental services are eligible for cooperative membership if their states have statutes in place allowing participation in other states’ co-ops.

The Houston-Galveston Area Council (H-GAC) is a Regional Planning Commission under Ch. 391 of the Texas Local Government Code and exercises powers conferred on it by State Law and its member local governments. The Houston-Galveston Area Council’s mission is to serve as the instrument of local government cooperation, promoting the region’s orderly development and the safety and welfare of its citizens.
H-GAC assists local governments in the development, coordination, planning and improvement of various services including cooperative purchasing. The H-GAC Cooperative Purchasing Program (HGACBuy) assists local governments in reducing costs through this government-to-government procurement service available nationwide.
HGACBuy is an award-winning, nationwide government-to-government procurement service operated by the Houston-Galveston Area Council. Since 1975, HGACBuy has been active throughout the United States and provide nearly 6,000 members with 36 major categories of products and services from more than 800 highly qualified contractors. This program is available to local government entities and qualifying non-profit corporations.
